網(wǎng)站轉出需要另外收費怎么辦?
如果原來是通過萬網(wǎng)、新網(wǎng)等注冊商的代理商購買的域名,如果代理商不給轉移密碼,可以先向萬網(wǎng)等 注冊商直接投訴,如果注冊商也不配合處理再向ICANN、CNNIC等注冊局投訴。
按照域名相關管理機構的規(guī)定(ICANN域名轉移政策),原注冊商不能擅自拒絕或限制域名的轉出,也不能以任何名義對域名轉出額外收取費用; 如果原注冊商以各種名義阻攔域名轉出或要求對域名轉出收費的,
域名持有者可以按照以下方式進行投訴;

國內(nèi)域名投訴方式: 投訴郵箱為supervise@cnnic.cn,投訴電話為010-58813000
(國內(nèi)域名轉移,部分注冊商要求郵寄轉移申請表、身份證、營業(yè)執(zhí)照復印件等資料才給轉移密碼。針對這種故意阻止轉移的行為,可以聯(lián)系CNNIC進行投訴 投訴郵箱為supervise@cnnic.cn,投訴電話為010-58813000 。 投訴郵件中請注明你的域名,并附上身份證、營業(yè)執(zhí)照掃描件等資料,以便證明你是該域名的所有者,并且用域名所有者的郵箱來發(fā)郵件。 目前萬網(wǎng)、西部數(shù)碼等注冊商不要求郵寄原件,直接在線上傳資料即可轉移域名,其他部分注冊商要求郵寄原件以阻攔轉移)

以下是國際域名的投訴流程,一般投訴幾天后即可收到轉移密碼。
ICANN域名投訴
在域名轉移注冊服務商時,遇到原來的注冊商拒絕轉移的,或者以各種理由阻止轉移,涉及國際域名的問題都可以在ICANN投訴。一般說來因為ICANN根據(jù)用戶投訴有權取消注冊商資格或進行處罰,所以投訴是相當見效的。通過在線提交問題投訴注冊服務商的方式可以獲取轉移授權碼,投訴網(wǎng)頁中填寫的情況說明需提交英文版,可以參照模板格式修改對應的信息使用。
一、登錄ICANN官方網(wǎng)站轉移表單提交投訴
ICANN投訴網(wǎng)址:

1、填寫基本信息,標注*號的為必填
填寫ICANN域名投訴信息
* Name 姓名,必須填寫
Organization(if any) 組織機構,非必填。
* Email address必須填寫電郵地址方便注冊商(regestrar)聯(lián)系,必須用whois信息中域名所有人的郵箱。
Phone number(optional) 填寫電話號碼,非必填。
* Domain name必須填寫 投訴的域名,如abc.com ,注意不用填www. (上圖示例有錯)。 此處只能填寫單個,提交時系統(tǒng)會自動查詢注冊商
2、Indicate the reason(s) 選擇投訴的問題類型,選域名轉移中遇到的相關的問題。
My registrar blocked the transfer because I did not pay the transfer fee.
注冊商拒絕轉移,因為我沒有支付轉移費用。 (如果原注冊商要求收取轉移費用或必須續(xù)費一年才給轉,就選擇上這一項)

The registrar blocked the transfer because there are payment defaults between the registrar and the reseller through which the domain was registered.
注冊商拒絕轉移,代理商和注冊商之間存在支付違約問題。
The domain name is locked and the registrar did not update the status and did not provide me with means to update it.

I already tried to unlock the domain name myself. 我已經(jīng)嘗試自己解鎖域名。
I asked the registrar to unlock it, but the domain was not unlocked nor did I receive means to unlock it myself. 我請求域名注冊商解鎖,但是域名未被解鎖,我也未得到如何自助解鎖的方法 (一般選中這一項即可)

Followed their FAQ, I found they require a paper form to be filled and mailed to their office with a hard copy of my official personal photo ID or/and passport. I feel very uncomfortable about this. I don't think they has authority to check my personal id and keep a hard copy, it contains lot of my privacy info. I believe this requirement is against both ICANN policy and local law.
Please help me getting my Auth-code from them.

Im a Chinese people and bought a domain mydoname.com(注冊域名) in 20xx.
I decided to transfer my domain to west263.com for the better service and lower renew price.
But the agent xxx(注冊商)and its agent xxxx.xx(代理商) dont provide the auth-code to me. They ask me to renew the domain first which will cost me xx RMB and 60 days.I think I’m the domain owner and I have the right of transfering my domain by free。 But many domain agents in China (not only xxx)always set up many check points and collect fees to avoid customers transfering domain out of them。
Please ask xxx。com send the auth-code of mydoname.com to it’s owner email and regulate the behavior of Chinese agents。

二、大概1-5天內(nèi),即可收到注冊商的回復郵件。
一般情況,域名注冊商直接提供域名的轉移授權碼。
如遭遇原域名注冊服務商阻攔,可以再次向ICANN投訴。投訴間隔一般最長不超過7天,最短不要小于2-3天,需要關注注冊商工作時間,避免非工作時間處理延時。

三、關聯(lián)百科
•域名所有人名稱前期填寫錯誤是可以修改的,所有人電子郵件地址必須是正確可用的。
•使用域名whois信息上所有人或管理人的郵箱地址填寫報告或投訴,以此證明管理身份。
•獲取到轉移密碼要及時轉移,如果域名被鎖定(lock 或 hold狀態(tài)),時間過了轉移密碼也會失效。
•auth-code是域名授權碼,即通常說的轉移密碼,不等同于域名管理密碼。
四、屬于合理拒絕的情況:
•欺詐行為的證據(jù)
•統(tǒng)一域名爭議解決政策(UDRP)處理
•法庭或仲裁機構作出的裁定
•合理授權轉讓人存在爭議
•域名持有人前期注冊費用欠款
•域名持有人提交了書面異議
•域名是“鎖定”狀態(tài)(需登記名稱持有人提供合理理由解除鎖定狀態(tài)。)
•域名初始注冊時間未滿60天或剛轉移未滿60天。
